Guam State Clearinghouse - American Recovery and Reinvestment Act

WELCOME TO THE CLEARINGHOUSE “ARRA RECOVERY LOCKER!”

The 2009 American Recovery and Reinvestment Act (ARRA) is designed to create jobs, encourage private investment and speed recovery. It also requires unprecedented levels of accountability and transparency for all levels of government. ARRA will affect many of Guam’s formula and discretionary grants, as well as various entitlements and anti-cyclical programs. Many of these programs will require legislative, business and management information system changes.

The Recovery Act specifies appropriations for a wide range of Federal programs and will increase or extend certain benefits payable under the Medicaid, unemployment compensation, and nutrition assistance programs. The legislation also reduces individual and corporate income tax collections and makes a variety of other changes to tax laws. The Act provides funds that will:

- Create a framework for clean, efficient, American energy;
- Transform our economy with science and technology;
- Modernize roads, bridges, transit and waterways;
- Overhaul education for the 21st Century;
- Dispense tax cuts to make work pay and create jobs;
- Expand access to healthcare and lower costs;
- Provide assistance to workers hurt by the economy; and
- Save public sector jobs and protect vital services;

The Bureau of Budget and Management Research (BBMR) has been designated by I Maga’lahen Guåhan to lead the government of Guam’s implementation of ARRA. The Guam State Clearinghouse plays a supporting role to BBMR’s lead designation providing ARRA technical reviews and assistance.

The Clearinghouse regularly issues ARRA opportunity notifications and ARRA grant/program application reviews through its intergovernmental review process. All ARRA funded proposals and ancillary program/grant submissions must be filed and recorded with the Clearinghouse in accordance with GSC Circular 2009-001. The “ARRA Recovery Locker” site is designed to provide information and resources for public and private entities to begin to implement ARRA.
