The Grant Proposal Repository seeks to strengthen the Clearinghouse’s initiative in building the government of Guam’s capacity to effectively run after new federal funding opportunities; to strengthen administrative internal controls in managing federal programs; and, to provide technical support, guidance and resources allowing stakeholders a greater chance to successfully compete in securing Guam’s fair share of available federal funding and opportunities.
The Clearinghouse initiatives are driven by USDOI’s recommendations and Guam’s single state audits suggesting improvements to the technical knowledge and internal control skills of personnel managing Guam’s federal programs. Implementing such improvements will decrease Guam’s disallowed costs and improve upon the material weaknesses ascertained in audits. There are many other issues discouraging new submissions of competitative grant proposals. The application and administrative process often intimidates and discourages applicants from applying. But one thing is clear — the Clearinghouse confronts these challenges by building capacity through the professional development of employees; by instilling confidence, collaboration and resource sharing within the government; implementing government-wide initiatives that systemically builds a foundation for government to be more efficient, transparent, and creative in managing federal programs; and, imposing a new thinking and a renewed sense of responsibility for every tax dollar spent.
