AUDIT FINDS GHURA’s USE OF ARRA FUNDS (‘EFFECTIVE AND EFFICIENT’)
The Office of the Inspector General of the U.S. Department of Housing and Urban Development (HUD) submitted a favorable audit report earlier this month outlining the results of a recently completed review of the Guam Housing and Urban Renewal Authority (GHURA) capital funds administered under the American Recovery and Reinvestment Act of 2009 (ARRA).
The report indicated that “The authority generally had effective and efficient operations in place to manage its grant-funded projects. In addition, it generally administered its grant funds in accordance with HUD rules and regulations.”
“I commend the hard working and dedicated employees of GHURA. This clean audit demonstrates our administration’s commitment to improve public services throughout the island,” said Governor Camacho. “There are many government employees who continue to set an example by aiming for a standard of excellence. With this audit, GHURA’s leadership and its employees are helping to set that example.”
“The release of this OIG report reaffirms GHURA’s commitment to all those we serve and reinforces the diligent work of our staff and managers. We are passionate about our duty and we take great pride in doing good for others,” said GHURA Executive Director Benny Pinaula.
GHURA received $1.9 million in Capital Fund Recovery Act Grant funding as part of the ARRA. The objectives of the audit were to determine whether GHURA had effective and efficient operations in place to manage its grant-funded projects and whether it had administered grant funds in accordance with U.S. HUD rules and regulations.
